Harris County, Texas: The Board of Commissioners of Harris County ESD No. 11 (the “District”) is proud to announce the hiring of Doug Hooten as the first Executive Director of the District. Since 2005, the District has provided emergency medical services to over 600,000 people across over 177 square miles of North Harris County. The District’s general jurisdictional area runs from East of US 290 to West of US 59 and North of the Sam Houston Tollway (Beltway 8) to the Montgomery County line. The District is the largest emergency services district by population in the State of Texas.
Doug comes to the District with a wealth of knowledge and extensive emergency medical services executive leadership experience, most recently having served for 8 years as the CEO of MAEMSA/MedStar Mobile Healthcare (“MedStar”), the exclusive emergency and non-emergency medical services provider to Fort Worth and the 14 surrounding North Texas cities, which is the 17th largest service area in the nation. MedStar operates 65 full-service ambulances (52 on the street) with an annual operating budget of $50 million dollars and serves more than one million people, all without a single dollar of taxpayer subsidy.
Doug has been in the EMS field for over 35 years, having begun his EMS career as a field paramedic for Montgomery County Hospital District in 1985, and has very strong relationships with national and state EMS organizations and providers. Doug has a Bachelor of Business Administration from Sam Houston State University and a Masters of Business Administration from the Helzberg School of Management at Rockhurst University, Kansas City, Missouri.
